Jerome Frank was born in the Bronx, New York. He was raised in Brooklyn where he went to Erasmus Hall High School where he took "major art" courses, equivalent to art school courses. He attended Brooklyn College of the City University of New York where he was an art major.
He has exhibited in many shows in Brooklyn, Manhattan, and on Long Island. The Williamsburg Art and Historical Center has acquired two of his paintings for its collection.
Charlotte Kotik, Chair, Department of Painting and Sculpture and curator of Contemporary Art, Brooklyn Museum of Art, has said, "I find your work striking" (letter, January 15, 1997).
